Is this an essential government service during a recession?

Is this an essential government service during a recession? Is this REALLY FREE?
I realize that this couldn't cost very much... but neither do the line dancing lessons or the advanced line dancing lessons or the ??? or the ??? But at some point, maybe it is just the principle of frivolous spending when taxes have just been raised and a new tax increase is being considered. .

The York County office of the Virginia Cooperative Extension is offering free pruning clinics to assist homeowners through hands-on learning.

  • February 16,   10 a.m. - noon at Taylor's Do-It-Best, Poquoson
  • February 23, 10 a.m. – noon at Ken Matthews Garden Center (Rt. 17)
