     The York County Public Library System will be closed on Sunday, March 31, 2013, in observance of Easter. The Tabb and Yorktown Libraries will reopen at 10 a.m. on Monday, April 1.

Senior Center of York Announces April Events

A variety of educational and entertaining programs are being offered at the Senior Center of York in April. Participation is open to seniors age 55 or better and their spouses, regardless of age. The Center is located in the Washington Square Shopping Center at 5314 George Washington Memorial Highway (Rte. 17), and is open Monday through Friday from 9 a.m. to 4:30 p.m. The Center is closed all County Holidays. Reservations are required for all sessions and are accepted on a first-come, first-served basis.      Body Recall Exercise session, March 27 – June 7! We are taking registrations for Body Recall, an invigorating group exercise and life-time fitness program with certified Instructor, Domenica Jernigan. This national exercise and educational program helps with balance, strength, muscle control and coordination and was recently recognized for its effectiveness by the U.S. Department of Health and Human Services Administration on Aging. Classes are scheduled to begin Wednesday, March 27 through Friday, June 7, and meet 3 times a week on Mondays, Wednesdays, and Fridays. Class times are at 9 a.m., 10 a.m. and 11 a.m. The cost for this 10-week session is $60. Please call 898-3807 for more information regarding Body Recall.
           
     Scrapbooking & Greeting Cards, Monday, April 8 from 9 a.m. to 12 noon. Join us as Cathy Fowler of Creative Memories shows how to make beautiful cards and assists you with your scrapbook. These cards and your personalized scrapbook create lasting memories and make wonderful gifts for loved ones. Note:  Please limit to four cards. For more information and to register please call 898-3807.
 
     Warm Season Vegetables, Thursday, April 11 at 10 a.m. Learn to grow your own vegetables with York/Poquoson Extension Agent Dan Nortman.   Mr. Nortman will discuss the proper way to grow just about any kind of vegetable and how to best keep the insects and pests away. Light breakfast items will be available at 9:30 a.m. and the program will begin at 10 a.m.  As a door prize, a lucky participant will win a newly planted pot.      Early License Plates, Tuesday, April 16 at 1 p.m. Please join us as facilitator Jerry Karwac presents an interesting talk about Virginia State license plates from the earliest plates through 1970. Mr. Karwac will cover the history of plates here in Virginia along with amusing facts. He will also discuss porcelain plates, decals, and York County tags and stickers. Trivia questions and prizes will also be featured during this session. Please register by signing up at the front desk by April 15.  
 
     Annual Senior Health & Safety Fair, Friday, April 19 from 9 a.m. to 1 p.m. Be sure to mark this important annual event on your calendar. Come and take advantage of the many free health screenings including cholesterol, blood pressure, weight and height screenings. Other screening offered include: a diabetes risk assessment provided by Sentara Community Health and Preventive Services; free vision and hearing screenings offered by the York Lion's Club; bone density screenings provided by the Orthopaedic & Spine Center; and, spine alignment assessments conducted by Charney Chiropractic. In addition, at 11 a.m. a representative from the Peninsula Health District will talk about Adult Immunizations that seniors should get for ailments such as pneumonia and shingles. Other service organizations will be on hand to answer questions and provide information to help you maintain a healthy and independent lifestyle. Refreshments, door prizes, and a light lunch will also be provided. Attendees are asked to pre-register for the cholesterol screenings and the free lecture. For all other screenings and general attendance, walk-ins are welcome. To pre-register for the cholesterol screening and lecture, and for further information concerning the fair, please call the Senior Center of York at 898-3807. Registration begins for the free screenings on April 1.
      
     AARP Driver Safety Program, Monday, April 22 & Tuesday, April 23. This program is designed for drivers age 50 or better, and will take place on Monday, April 22 from 12:30 to 4:45 p.m. and Tuesday, April 23 from 12:30 to 4:30 p.m. The cost for this two-day program is $12 for members of AARP and $14 for non-members.Fees should be paid by check and made out to AARP. Class registration may be made in person at the Senior Center, by phone, or by mail. Note: AARP membership, which cannot be processed the day of a class, is not required for class registration. There is no "behind the wheel" driving performed in this program. Drivers age 55 or better must attend both classes to receive the state mandated three-year automobile insurance reduction. Many insurance companies are giving insurance reductions to drivers age 50+ with the same attendance requirements. Those less than age 55 should check with their insurance company to see if they are entitled to the three-year insurance reduction. Class enrollment is limited to 25.
 
     Computer Classes and General Use. The computers are available for general use Monday through Friday from 9:30 a.m. to 3:30 p.m. unless the lab is reserved for programmed activities. Currently classes are held on Tuesdays in the lab. To use the computers you must sign in at the Senior Center front desk.
           
     Volunteers Needed: Do you have a flair for design? Can you turn regular everyday household items into a work of art? We are looking for individuals to assist and instruct make-it/take-it projects. Please call 898-3807 if you can help.
     
Upcoming May Events!
     Picnic in the Park, Friday, May 17 from 11 a.m. to 1:30 p.m. at the Yorktown  
Beach Picnic Area. Join us for an exciting time with food and games at the Yorktown waterfront. The menu will include hamburgers, hot dogs, fried fish, potato salad, baked beans, cole slaw and beverages. Suggested donation is $3.50 and payable at the time of registration at the Senior Center. Registration will begin April 17 through May 14 or until space is full. Please be sure to check our hotline number at 890-3516 on the day of the event should there be inclement weather.
 
     Culture Day Veteran's Panel, Wednesday, May 22 at 1 p.m. In honor of Armed Forces Day, there will be an informal patron panel discussion of those who served in the U.S. military to share stories and to talk about the good and challenging experiences faced while in service. All of us have benefitted from the dedication, efforts and sacrifice of our uniformed men and women (and their families), but many of us know very little of what life was actually like in the military. If you are interested in being a part of the panel please let us know, and also feel free to bring in any pictures or memorabilia to show the group. This should be a very touching and meaningful event. Registration will begin May 1.

Governor and Attorney General Candidates have agreed to participate. This process will include in-person interviews (in which you can participate) as well as in-depth questionnaires which have already been answered by each candidate. Chris Doss of the Leadership Institute will conduct the in-person live interviews which will include the same questions for each candidate.The candidates will not have seen the questions in advance and we will score the candidates answers during the live interviews.

 

In years past, when we have had several good candidates we have split our vote among them which often resulted in the least conservative candidate receiving the nomination.We have determined that at this time the Republican Party is the party most likely to produce and elect a conservative candidate to office. This vetting and scoring process is designed to help us coalesce around a single candidate for each office and avoid the split of the conservative vote. In addition, we would like to have a show of force to convince our elected representatives that the conservative movement is active and a force to be reckoned with in their elections and in the legislation they will be introducing and voting upon. This should increase our influence on the legislation and on their votes in the future.

 

We are asking for your help in two major areas. First, we need as many conservatives as possible to sign up as Delegates to the Republican Party of Virginia Convention. Second, we need you to attend the Convention on May 18 in Richmond and vote for the most electable and conservative candidate, hopefully the one our vetting process determines to be that candidate.

 

The Peninsula Tea Party is allowed up to ten people to participate in the scoring of each candidate during the live interviews. The scoring will be done at the time of the live interviews and will take place in Mechanicsville (northeast of Richmond) on Friday, April 26 and Saturday, April 27. (It would be best if the same person could score on both days but we can have different people on either day.) Please let us know if you would like to represent the Peninsula Tea Party and participate in the scoring process.  

 

NOTE: Please be advised that we only have 10 slots for this convention.

The first and most important step is to secure the Delegate Pre-file Form for your City or County, fill it out, and submit it before the deadline to your local Republican Committee as specified on the form. Please let us at the Peninsula Tea Party know when you submit your Pre-file Form. We will keep you informed as o the vetting process and results, as well as information about the Convention. County Announces Efficiency Program

York County announces new efficiency program:
"Managing Performance for a Lean Government"

FOR IMMEDIATE RELEASE
 
   To act on the Board of Supervisors' interest in establishing a formal performance management system and to devote more effort to mid- to long-range strategic planning, the York County Administrator is in the early stages of implementing a major new program, "Managing Performance for a Lean Government." This new program will be based on the "LEAN" process. "LEAN" grew out of the business sector and refers to a collection of principles and methods that identifies and eliminates process steps that do not add value.
   "This new program will be an ongoing practice that involves a comprehensive review of County programs and procedures with the goal of continuously improving efficiency and the quality of County services," said County Administrator James "Mac" McReynolds. "It will actively engage customers and all County employees. The process will eventually be tied into a series of reports that will be available on the website to enhance transparency to County citizens."
   In order to establish the program and emphasize its importance, several of the County's operational functions have been reorganized and, while there are some internal shifts, the reorganization has been accomplished without increasing the budget.
   The specific changes resulting from the reorganization are:

   • Elimination of:

      1. Director of Financial and Management Services position
      2. Public Information Officer position
      3. Information and Publications Coordinator position

   • Creating a Deputy County Administrator position that will have a lead role in implementing the new program and will also have overall responsibility for the functions that fall under the Department of Community Services, the Controller, Human Resources, Computer Support Services and Emergency Communications.

   • Transferring the Human Resources Manager to the currently vacant Director of Community Services position with overall responsibility for the divisions of Children and Family Services; Video Services; Juvenile Services; Parks and Recreation; Tourism and Events; Housing and Neighborhood Revitalization, and Special Programs.

   • Creating a Controller position that will have overall responsibility for Fiscal Accounting Services, Budget and Financial Reporting, and Central Purchasing and transferring the current Chief of Budget and Financial Reporting to this position.

   • Creating a Public Information Coordinator position that will report to the Assistant County Administrator and transferring the current Information and Publications Coordinator to the Public Information Coordinator position.

   The Deputy County Administrator position will be filled by Vivian Calkins-McGettigan. Mrs. McGettigan is coming to the County from Prince William County Public Schools where, as the Chief Internal Auditor, she created its first Office of Internal Audit. She previously served as Hanover County's Director of Finance and as the Fauquier County Government and Schools Finance Director. Mrs. McGettigan is a past President of the Virginia Government Finance Officers' Association (VGFOA). She has a passion for continuing professional education. While on VGFOA's Executive Board, her focus was on the education certification program, teaching and developing several new courses, and she has made presentations at VACo, VLGMA and the national GFOA conferences. Mrs. McGettigan has also served as an adjunct accounting professor for the University of Richmond. She has written articles on local government accounting and finance for several professional journals. Mrs. McGettigan received both a Bachelor of Accountancy and a Master's of Business Administration in Accountancy from The George Washington University. She became a Certified Public Accountant licensed by the Commonwealth of Virginia in 1988, a GFOA Certified Public Finance Officer in 2005 and a Certified Internal Auditor and Certified Fraud Examiner in 2011. Mrs. McGettigan has over 25 years of local government finance and management experience including three years of external audit experience having worked for a large international public accounting firm in its Washington, D.C. office.
   The Director of Community Services position will be filled by Laurie Blanton-Coleman. Mrs. Blanton-Coleman was hired by the County in July of 1994 and has served in the capacity of Human Resources Manager over the last 18 years performing administrative and supervisory work directing all human resources programs and activities to include recruitment, selection, classification, compensation, benefits, training, employee relations, and policy development. Prior to joining York County, Mrs. Blanton-Coleman was employed by Hampton Redevelopment and Housing Authority, Contel Telephone Operations, and Canon Virginia. She has a Bachelor of Arts degree from Christopher Newport University in Industrial/Organizational Psychology and a Master's degree from Troy State University in Human Resources Management. Mrs. Blanton-Coleman also serves on the York/Poquoson Social Services Board and the United Way of Greater Williamsburg Board.
   The Controller position will be filled by Sharon Day who has served the County as the Chief of Budget and Financial Reporting since June 2003. Prior to joining the County, she worked for the public accounting firms of Goodman & Company, KPMG, and Eason, Lawson & Westphal, managing several major audit clients in business, industry and government. Mrs. Day also worked for the Thomas Jefferson National Accelerator Facility in their accounting department. She is a Certified Public Accountant licensed in the Commonwealth of Virginia. She holds a Master of Science in Accounting from Old Dominion University and a Bachelor of Science in Accounting from Christopher Newport University. Mrs. Day is presently a member of the Board of Directors of the Virginia Government Finance Officers' Association. She chairs the Conference Committee, has served on the Education Committee, and has developed and taught continuing education classes.
   The Public Information Coordinator position will be filled by Gail Whittaker. She has served York County since September 1992 in the Public Information Office. In 1997 Ms. Whittaker became the Information and Publications Coordinator. During her tenure with York County, Ms. Whittaker has performed public information duties in the Emergency Operations Center during hurricanes, other severe storm events, and emergency exercises. She also serves as York County cable channel news correspondent and produces the county's quarterly newsletter – "Citizen News" – that is mailed to every household in the county. Whittaker received her Master of Arts degree in English/Professional Writing from Old Dominion University and her Bachelor of Arts in English from Christopher Newport University. Ms. Whittaker is a member of the City of Poquoson's School Board.
